Gimp position layer

Greetings,

I'm looking for a way to position a layer by pixel. Is there any way this can be done? What I want to accomplish is having a one color background with multiple vertical stripes of a different color. I thought this would be best to have a layer for the background and each vertical stripe. I want them to be at equal distances apart and don't want to just "eyeball" it. Any help would be great. Thanks

because I'd hoped this included gimp as well as there isn't a forum on devshed explicitly for it
