HELP: Really need help with this, and quick.
Hey people, im designing a cover for an upcomming rapper from Vegas and i am wondering how to do a certian thing, im not even sure what you call it but i want to get a picture of a person and then stretch the image out like the pictures below...

If you are talking about the effect behind tupac, that is a motion blur. Which is Filter/Blur/Motion... Just duplicate the layer with the persons picture, ad the filter to the bottm layer and drag the distance slider in to the desired effect.
