Question How can I get this effect?

Would it be possible to get this effect:

by appying filters to a normal photograph? Or does an artist have to draw something like that?

hi james,
the effect u want can get it in PS(6or above)don't know about version 5 .U take your pic then add an adjustment layer called threshold , adjust the levels ... in the dialogue box.Then if want to color it make a new layer fill it with a colr hten go to advanced blending options and go to underlying layer bar and adjust(like i did 30/52..252/255) u choose what u want.

i tried also posterize ..it works well tooo.. give more dramatic effect . try that too

You can run the image through a vector tracing program and it would be smooth... but that wouldn't be Photoshop anymore.

What you are looking for is vectors, it's got a pretty steap learning curve (at least it was for me) but you can do pretty stuff with it.

Try googling for vector tutorials.
