Images are never the right file size

Hello everyone

I have a number of PNG images that I need to convert to GIF and reduce the file size. I am using Photoshop but the files always end up being bigger than what Photoshop predicts. Why is this?

I decided to install Adobe Fireworks and it doesn't have this problem.

Interesting. I use PS option "save for web" all the time, and it predicts accurate to 1 kb.
In all cs versions and some before that.
