Lens Blur help! please

So the problem is that i want to use "lens blur" on a layer which is transparent but there are strokes in it, made with pen tool (but stroke was made!). why it doesn't working? with gaussian blur it's working, but that's not the effect i wanted.

try to add a adjustment layer with default foreground and back ground colour in color palette as black and white and drag this to the top most layer... try not to do anything with this layer except applying "lens blur"
