Loading images

I don't know if this is the right place to be asking this question so please forgive me if it's wrong.

This is also a very random question to do with images loading.

I have seen some websites load the whole image first - but at first it is fuzzy, then it gets more and more detailed.
Other websites (including mine) loads them line by line... so it scrolls down slowly.
Both websites use jpegs.

Is this a setting in apache, or is it to do with the jpeg format, or is it a thing that can be achieved with javascript, or even php?

Thanks in advance...

Well, depending on how many websites you've seen do that, it could be set up like that on the website. (I don't know much about Apache) Maybe they used a motion blur and loaded certain images over eachother to make the effect look like that, or it is simply just how your computer is viewing images. Send me the sites that did that so I can be sure.

the motion blur thing is an effect reasonably-easily acheived in flash...however, i think it could possibly have something to do with which browser the page is viewed in (could be wrong tho).

I don't think it's flash either... it's just some settings I believe.

www.wannabefansubs.net <-- nearly all their images blur

i tried it in FF, and it does the blur, but not in IE...i'm pretty sure it has to do with how the browser handles the image loading, not so much a trick.

and click on the screenshot link on the bottom, and it doesn't blur...
