Here's what Id do...

First make set the image to black and white, by Image > Adjust > Desaturate.

now its black and white. Then, real old pictures really never are fully black and white, so again go to Image > Adjust > Color Balance

well set the image a more yellowish color..

set your colors to +16 | 0 | -31

now you've got the color... now lets give it an aged look, not only color.

the rest is filter options

try filter > noise > add noise

you dont want to much noise, id move the bar to about 3.0... and the other options (uniform monog etc you can test to see if you like them)

after your noise is added go to filter > artistic > film grain

id keep the grain at either 1 or another low number... then as well keep the intensity and highlighting low but adjust them to where you best like them.

heres a picture of me (hide your eyes!) that I adjusted before and after:
