Making photoshop neon lines

would anybody know how to make crazy neon lines that swirl for a background in photoshop? I was gonna post a image of the effect but I guess Im too new to post here.

Here's a few good tuts to learn how to create the "neon" effect, once you get comftorable doing these, you can then branch off and create your own.

I would play with a few layer styles. Like outer or inner glow.
