If MS San Serif is what I think it is, it's a Win System font. I've heard requests for buying the bold of this font before and not heard much in the way of luck. I would suggest that your best bet may be to find another font that is similar or run it through one of those very expensive font applications that will let you create new bolds, italics, etc. for a font (FontLab has one, Fontagrapher if you can find a copy somewhere... etc.)
Sorry I'm not much help, but I've not seen much positive response to this questions in the past. Hope I'm wrong.
