need help in shrinking images

hi, i understand how to shrink an image, but i was wondering if it was possible to shrink lets say a 200 x 100 pixel image to like 24x10, without loosing any of the detail, is it possible? can i avoid the pixeling?. basically im trying to get a snap shot of the same exact image only 10% the original size.

so far my experience has been that if i use the basic image size command on adobe, and resize it to 24x10, the image ends up lookign like a blurred dot.
