Use the elliptical marquee tool and draw the oval around your image. Then go to Select-->Feather and then enter 50 pixels for the feather (you can play with this for the desired effect), you will not see any difference yet. After you apply the feather right click inside the selected area and select 'select inverse' then hit delete. Now you have an oval picture with a feathered edge. Crop to the desired size.
