If you completely close the path, it should fill the outline. If you leave it open, it will not fill it.

Open the Path pallet, select the outline, then on the path pallet choose "Fill Path".

Is the layer named "Background"?? Backgrounds are always locked. You can either double-click on it or go to Layer > New Layer > From Background. Then select the image (use the lassoo if necessary) and drag-and-drop it to your new image.

OK, there's a few ways to do this.
1. File > Actions > Contact Sheet
2. Write a custom script
3. Do it manually.
