Perspective transformation is locked and always on, no scaling

Hi There. PS CS4 used to work so that when I hit Command + T I'd get the transform my layer scaling it up or down; and if I wanted a perspective transformation I'd hold down the command tool again while doing the transform. But now when I hit CMD + T I only get the perspective transform and the only way I can get to scale is by clicking and dragging the x or y percentages along the top. It's very frustrating and I'd appreciate any help.
