Photoshop CS: Transform Multiple Vector Layers Bug?

I'm trying to Free Transform multiple vector layers in Photoshop CS and it does not work correctly. I'm using the same method of linking the layers together that I've used for ages and now it's not working properly. It's only transforming the vector layer I have selected. I've linked, unlinked, relinked, and done everything I can think of and it still doesn't work.

So now for the hilarious part. If you add a regular bitmap layer and just draw a random shape and then link that layer to the vector layers, select the bitmap layer, and THEN use Free Transform, it all scales properly.

Is anybody else having this problem?
