Question Photoshop CS5 Motion Blur fix

Hi, I'm new to Photoshop CS5 and I have this photo and I've been trying to fix the motion blur but just can't seem to ix it. Can anyone help me?

I tried everything on youtube and its not working. The picture never comes out right!
