Photoshop help

I play Grand Theft Auto San Andreas Multiplayer, escept normal san andreas is lame, so I mod cars, and make it awesome and fun to play and as realistic as possible. I actually use GTA SAMP to be a cop and patrol around wiht my friends from other countries, anyways, When I mod cars I have to skin them and I skin them on templates with photoshop.
I found this sheriffs officer online and really love their design, and I want to know how I can use photoshop to make that sort of bent triangle in the design, it has the large blue triangle swept back wiht the black one inside it.

The sheriffs office car is Douglas County Sheriff in Colorado, if oyu could check out their car, just google image it real quick since im not allowed to post URLs

Also give the golden text a slight black edge around the letters.
