to put a border around an image, you need to apply a stroke.
Edit > Stroke
Then it will ask you how many pixels, and that will determine how 'thick' your border will be. It will use your foreground colour by default.
You can stroke; inside, outside or center.
Select Inside.

*Edit

Note that if you select 'inside', the border will be covering a few pixels of your image around the edges. If youd rather it be on the outside of your image, you will have to make your canvas bigger. So if you want a 2 pixel border, make your canvas 2 pixels bigger to allow for the border.

Stroke is sometimes frustrating in photoshop, but for an image, its simple.
Double click on the layer with the image on it, to open the layer properties, then check in stroke, which will add a default stroke of red and width 3, for you to make changes to the default, just click on the work stroke itself to open the stroke properties. Now make the changes you want.
