Photoshop is a very versatile piece of software. I know you can definately make high quality icons and avatars and a lot more in it.

If you're asking for tips on how, I'd say to create an image 3 to 4 times larger than the size you're going to want in the end. This way you can work on it and then change the size, which also increases quality.

Paintshop Pro is great for creating animated icons so it depends what kind you're looking for

medialint agrees: Paintshop Pro can do almost everything Photoshop can (and some it can't), it's severely underrated
for something so reasonably priced

If you are looking to create a whole lot of thumbnails, I use a free proggie called EasyThumbnails. Just google for it and you should find it.

For a whole lot of thumbnails Photoshop would be optimal again. With the Actions panel you can record and playback actions to decrease time of tedious repetitive events.

For small icons it's normally good to make it about double the size and shrink it down once you're done. This'll allow for easier access to detail than just zooming in.

Ideally, you should use Illustrator as it creates the images in a vector format that will not loose you any quality no matter what size you are using.

With Photoshop CS you can export as a vector.

For icons, favicon images, and stuff that small, the best piece of software I've found is IconEditor Pro.

Using Photoshop will also do, no problemo -- but IconEditor is great -- once you start using it, you'll see how simple it is to bang out quality icons with it.

When ever i tried to create an icon in PS, it wouldn't let me .... maybe i wasn't looking hard enough but it didn't seem obvious at the time. 6.0 is what i am using ??

I don't think any version of Photoshop is capible of saving as an ICO file. Though what you can do is save it as a BMP and then open MS Paint. Once there, save as All Files and type in the filename with extension ICO.

I use Photoshop CS for making and editing icons and feel very comfortable with it.
