I need to resize the hi res image with small dimensions. On that time the image quality doesn't reduce.

You can resize it in one simple way in photoshop. Click Image Size on the main menu at the top of the program. And if your picture isn't good quality and you want to make bogger size, so it is not good idea, picture will be the worst quality they you have now.

As another note, if you are extremely particular about your resize results, you can adjust the "Resample" settings to use different algorithms. Graphics programs (even online ones) typically have a few different resampling options, for example:
- Nearest Neighbor
- Bicubic Smoother
- Bicubic Sharper

open you image into photoshop - go to edit and select images - you will see the resolution rates of the image - lower the resolution as you need..
