Scratchboard Plugin

Does anyone know how I can get a good scratchboard effect for an image that is mainly black with white outlines? I've tried crosshatch and angled strokes, but they don't give me what I want. What I'm thinking of is basically the "wind" plugin, but with longer strokes and a different angle. Can I achieve that with photoshop's default plugins or a new downloadable plugin?

I assume that since this got a lot of views, it was an interesting topic, but with no replies, I had to develop my own solution. What I did was invert the image so that it was white on a black background, then rotated it about 45 degrees clockwise, then applied wind to the left and to the right, and then rotated it back. The effect achieved was pretty much the effect I desired. If you want to, you can also paint over the wind outside of the lines.

Scratchboard is a type of art using scratches. For example, you color a piece of white paper completely black with a crayon, and then instead of drawing on it, you scratch out the black so the outlines are in white.
