easy enough, just draw you box then go to Edit->Stroke and choose the thickness in pixels and the color

I believe he wants a rectangle with no fill. This is easy, do what the user above said but make sure the fill of the rectangle is the same as your background

actually, there is a better way to do it than that.

Go to the blending options of the layer and find 'Fill Opacity' then reduce that to 0 and then set a stroke as mentioned above.

That should solve your problem! Dont hesitate to contact me if you need any more help.

if you don't fill the box with anything, what would the fill opacity matter?

I dont understand exactly what you are talking about.

But if you are saying that you can make the colour of the rectangle the same colour as the background, then that will also work. However using 'Fill Opacity' will optimize the image which will make it ideal for internet situations.

Suppose you have a complex background, it's not so easy to fill the rectangle with the background-color
I don't have PS7 myself (I have only PSEL 1.0 and not at this computer, so I can't test), so I cannot give you an answer to your question...

sorry, i'll be more specific.
you have a complex background (this is quite quick):

create a new layer and on that layer draw a square with your marquee tool

go to Edit -> Stroke and set your width and color

doing it this way it doesnt really matter what your background is.
