hey, guys. I've attached a file to show what I'm trying to accomplish. Can anyone help me out? thanks in advance.

Is it the two lines you're asking about? One way could be, by using the Single Row Marquee Tool and the Single Column Marquee tool. Those will add a thin line selection, then you choose the color white (Press "D" and then "X", or simply go choose white...or any other colour!) and press Alt + Backspace to fill the selection. Do that twice on each side, and you'll have this
