Vector Graphic Editing and Line Art

I am out of my league with this being an electrical R&D person, but my company needs to make a template on either Photoshop or Illustrator 10 for another company that will use a laser router to route the template for a sign.

I have matched up the Text that I want to use for the wording of the sign, but I need very specific dimensions. If I use 72 pt. font size, and then scale the graphic to the size sign I need, the width of each branch of the letter is too large. I tried to scale down the Pt. size, but after scaling the entire graphic could not do it, much less this will also change the size of the graphic.

The width of the letters is 12 to 15 mm, and I need them to be 8 to 9 mm max.

Any help on how to accomplish this is appreciated.

not exactly usre what the queston is but..

illustrator is probably your best bet...it uses vectors..
