Photoshop does have some vector tools, however, if you're wanting to create vector artwork you should really be looking at Illustrator. Photoshop is for raster art, Illustrator is for vector.

Illustrator is pretty much the de facto standard in the industry. There are others as well, but you haven't really given enough information to make any other suggestion. You asked about Photoshop, so I recommended the Adobe product designed for vector art. If you know how to use Photoshop, it will be very easy to make the transition to Illustrator.

Use the vector tools. (i.e Pen, Shape, etc.)

But you really need to be using Illustrator for this as I've already said.

Totally agree with nilpo. Photoshop is mainly used for pixel editing. For vector works, it is best to use Illustrator or Corel Draw.

Photoshop can not create true vector images. This is a very common misconception. The best you can do is draw vectors in Photoshop, then export the paths ... The tool Photoshop has that allows you to work with vector graphics.
