    This PHP script can "add user","edit password", just use IE browser on the other win98 client.
    Does anyone know this script' url to download ?

    yes, a PHP cgi script, then user can run this script on browser to open a new user ID account.
    And setting a password....

    You actually want users to be able to create new accounts over the web?

    I really would recommend against that kind of thing and have them email the details (either a form on the webpage or a "real" email) to an admin who can set them up to keep things nice and secure.
