Hi i was just wondering how you would create something like Google's webmaster Tools website validation (where you download a file, upload to the url then validate it).
I was looking at oAuth but i wasn't sure how to build it into the script - how does it get / generate the authentication token / key?.
Would be great if someone could help.

What kind of "validation" are you talking about? Proof of ownership? HTML/CSS validation?

To verify the file exists - and if possible to be able to run a script (which they place on their website which sends back small bits of data such as the id and counter results) So that we can get a rough idea of views.

There's no perfect way but the closest you can get, and what will surely be good enough for you, is to check if you get a 200 response code when requesting the page. That would execute whatever the script is and you can get the output.
Any reason you're thinking about some kind of security/authentication with OAuth? Is this private information being transmitted?

All i want is to be able to validate with a key - to match the database.
Thing is i have trouble validating pages from another server.
Its to check it exists then return the key - (To validate its actually their website.)
