PHP-General - Developing a Ticketing / Shift Handover system

Hello, i have a doubt.

I want to create a website for my company. basically it will have a database of users with several roles namely
-Admin(for the site)
-Shift Leader
-Monitoring
-Technical Support

What i will have in the site is a also a database that contains the issues that needs monitoring, respective ticket references, last update, which user edited, and timestamp. All registered users can edit the Shift Handover data but only Shift Leader and above can delete the records.

Is there anything like this already available? Can you suggest me anything like this?

Im not sure about the shift handover component, but there are TONS of ticketing systems out there:

Mantis, Trac, Kayko
