When I write my scripts, I write them in Notepad. I have dealt with this problem earlier, but now as I am making complex scripts, with many includes, I need this problem fixed.
When I save a file in Notepad it saves it as whatever.php4.txt . I do not like this very much considering I have to rename all the files. If you could please help me find a program, modify Notepad, or do something to make it so I can save .php4 files without renaming. Thanks.

I can't tell you why it's happening but it is happening because of the "4" at the end of your file name. If you can save it just as ".php" Notepad won't append the ".txt" extension to it.

firstly - should you not be saving php4 files as .php anyway? unless you have altered your config .php4 may not be recognised.
And as for notepad - when you save_as - make sure you set the 'save_as_type' dropdown to 'all files(*.*)' to avoid having .txt added to it.
If your scripts are getting longer! perhaps you should look at moving up to a more featured text-editor, there are many good ones out there - I use http://www.notetab.com 's notetab light. It (like many others) allows editing of several documents at once , search and replace (invaluable) and loads of stuff you will probably never use. But is at the end of the day just a notepad with turbo.

I recommend CodeCommander. You'll find it at codecommander.sourceforge.net
