    Is there a way to pause a script for a set amount of time?

    This function, if it exists, would be used with a counter to prevent multiple reloads from adding to the count total.

    Bad idea. You should have your script writing the $REMOTE_ADDR to a file. When your script is called, read that file and determine whether to add to the count total or to skip it.
