ei... i need help on how to create comments or reviews in a website... just like YouTube comments...Thanks!

First, I would learn PHP. Then I would look at examples, such as JOSComments in Joomla! to get the idea down. Then it's just blood, sweet, and tears.
I'm not sure if you just want the comments, or want it as a learning experience or both. If you just want comments and not learn anything just google it and I'm sure you'll find premade code.
