if you're thinking wysiwyg editors, then don't, they suck*.

If you are thinking from a graphic design point of view, then photoshop.

*rule of thumb, they bloat your code, generally don't follow standards, use a lot of inline style etc.

What do you even mean by "design an app"? UML diagrams? Mockups? GUI layouts?

You'll have to be a bit more precise.

    Something like Visio .

Where I could put the project down "on paper" and plan it before start coding.

Anyway, as long as your drawing skills with a mouse are not that bad, use ms paint. The free just as easy option

I'm on Mac. I was hoping to get some recommendations on a specific product.

Gimp is a free program for both windows and Mac and Linux

It will have what you need to make your own diagrams, out of scratch of course

    Then give us specific info!

I mean, c'mon. Your first question was about "designing a web app". How could we possible have come to the conclusion that in fact you're looking for a Visio alternative for the Mac?

Google tells me there's "OmniGraffle" and "Lucidchart".
