I needed to change some configuration files in appache. I needed to make
php4 backward compatible with php3 by having .php3 extension files be
executable by the server just as .php files are. I also need to make
index.shtml index.php and index.htm to be read as default index files along
with the index.html file.

Can't help re php3/4 but for default index file ...
In the httpd.conf (or srm.conf) find the line
then add any 'default' file you wish.
Mine has index.html, index.htm, index.cgi, index.php3.
Don't forget to restart Apache after the changes.

A couple of ways to do backwards compatibility.
You can do this in your httpd.conf or srm.conf
Addtype application/x-httpd-php .php .php3 .php4 .phtml
or you can try (*nix only) if you have both php3 and php4 still installed on your machine. also in httpd.conf or srm.conf
Addtype application/x-httpd-php3 .php3
Addtype application/x-httpd-php .php .php4 .phtml
