    I plan on starting a page that is similar to pc.ign.com or www.gamespot.com and I am curious if PHP would be useful to me.

    If so would kind of applications could I implement if I took the time to learn PHP.

    yeh it can be done.
    and yeh you'll practically Need ti to be database driven (php)
    but....
    to run a high bandwidth site like that, you'll need to buy good hosting, that supports php/sql, etc.

    be prepared to learn a lot of programming, and (probably) spend quite a bit of money.
