    I'm using <? virtual("file.ext")?>
    for header and footer on my website but when i wanted to try it on my apache an error saying
    undefined or unsupported function virtual()
    do i need to deal with virtual host on httpd.conf
    But how?

    IIRC, you must have PHP compiled as an apache module for virtual() to be supported.

    BTW, virtual() has nothing to do with Apache virtualhosts.
