    not recomended, this is a major security isue....
    you should realy think this through before implementing such a feature.

    besides that i don't know how to do this.

    1) Run Apache as root
    or
    2) Compile PHP as CGI and enable SuEXEC

    But how i'll enter old password and 2 times new password. This is the main problem.

    try poppassd
    it uses a daemon on the server (poppassd)
    it comes with a sample page that you can customize that will allow you to change the password.
