    I would say there is zero difference. I'm not wording this the best, but PHP and HTML have nothing in common. GENERALLY, the only thing that really exist to browsers are HTML, Javascript, and CSS. PHP, being a server-side script, just help build the HTML being handed to the browser. A FORM tag is no different in the view of PHP than a DIV or TABLE tag. Just another tag. Is there a particular function or objective your are aiming for that makes you ask this?

    <form action="login.php" method="post">
    </form>

    The form tag is just one way of getting HTML (Client Side) to communicate to PHP (Server), the form tag is usually for user input.
