Why would you want to?

Putting together a separate Linux based database server that only runs Postgresql would provide vastly better performance, and would be available for any kind of client.

With the combination of webmin's ( http://webmin.com ) excellent Postgresql administration module, it's a piece of cake.

I second the opinion here -

to my knowledge there is no port to microsloth - and cygwin didn't work terribly well (for me anyway). Another thing to think about - why the hell would you want to trust such a important application to MS, when you might have to reboot God knows how many times a week?

Like the person said before me - just install it on a linux box, and you wont have to worry about the OS crashing or anything =)
