I'm using Postgres 8.4 with Ruby on Rails successfully for a long time now both locally and on a Heroku Server.

Today for the first time I started my local Rails server and got the following error:

PGError

could not connect to server: Connection refused (0x0000274D/10061)
Is the server running on host "???" and accepting
TCP/IP connections on port 5432?

I haven't changed anything locally that I know of so I'm not really sure what the problem is. Other help sites have suggested that I check to see if my Postgres server is running with

ps axu | grep postgres

I tried that and

ps ax | grep postgres

and

ps -ef | grep postgres

but all of those commands appear to go through fine but return no message. Do I need to look somewhere? I'm executing them from a simple git bash shell. Perhaps I need to cd to somewhere specific for them to take affect?

I also tried restarting the server with

postgres -D /Program Files/PostgresSQL/8.4/data

and it told me I needed to not be logged in as an Administrator so I switched to the Postgres User (I use windows vista btw) and all that same command did was change my $ to a > at the beginning of my command line. Nothing else seemed to happen and the error still occurs.

Everything still works fine on the Heroku server.
