Which tool to use for developing in pl/sql?

Hi,
I'm new in working with PostgreSQL, because I've always worked with Oracle and MySQL.
My question is very simple: with PostgreSQL which is the typical tool for developing? (I mean tool like SQL developer or TOAD for Oracle or like Workbench and query browser for MySQL).
