Is there a solution for my problem?
In my database occurs a trigger. Is it now possible to start an "external" program (written in Java, which connects to a measurement-device) after the trigger???
Simply said: a postgresql-trigger starts a program on the same computer.
Polling would also be possible, but I want to try it directly with the trigger.

it depends on what language the trigger function is written in, and if it has been installed as a secure or not secure language. There is a pljava available you could just start from there. At least with plperl and plpython if you install them as insecure then you can include any outside module that you want.
here is the pljava homepage
***addendum you may not be able to use a pljava function as a trigger function, but you can with plpython but NOT with plperl
