I don't think that there are any reserved keywords in make files -- I could be wrong, but any that there are are rare.
That appears to be a macro name. As the writer of a makefile, you come up with your own names for macros and you assign values to them, just like variables within programs. Though certain macro names are commonly used by convention.
In this case, it appears to be a misspelling of CFLAGS, which is the common macro name for the compiler options.
