Suggestion for a quiz application
I want to develop an application with below specifications:
1.A quiz application for example about 100 tests
2.User can enter name, family and other specs and the test result will be saved with user data
3.Find, edit, delete, ... for users can be done by admin
4.Run on any windows platform from windows 98 to win 7
5.No need for high resources (cpu, ram, ...)
6.No need for extra applications installed (like sql, ...)
which programming language, database and compiler you suggest me to use?

A few of the languages that should work are:
C. C# (.NET)
Some are good for resource handling/optimization of cpu and ram (A and B) while others (C and D) are "easier" to work with.
Just be careful with the version if you have to support windows 98
You ask about which database to use: this will be limited because of the sixth requirement.

Is it a math test? Are there pictures? Does the computer via an algorithm create new questions? Are there seven thousand questions of which the quiz-taker gets a random selection of one hundred? Are there various categories? Does the administrator need a password? Are the files encrypted? How many will take this test?

No, it's a psychological test. There's a fixed number of predefiend questions for example 50 question that have just text with four options to answer.
There should be two users, one for get test from users that can be add a user specs and ask him to that can define users and edit them and ...
No encryption needed
