Advertising site help

Hello

I am starting up a side business and need some help in putting together A PHP (mysql) database. This will basically be a advertising site. I need to serve ads, track the hits and clicks, and then have reporting in place to use this information that has been tracked.

What I need specifically is:

1. Advertising Engine - Tracking hits, clicks, serving ads etc
2. Reporting Engine - Compile information and output to an interface for users to see and help make their choices for purchase.

I have architected a similar system before (author.tucows.com) but I had the luxury of the IT department creating the 'working document'. I am just a marketing guy and not a programmer. I am independent now and have what I think is a good idea and will basically be first to market when implemented. I can pay to have this done and would be willing to provide a cut of the profits (under contract of course). I have been in the software industry for over 8 years and havea good undetstaninding of what this project will cost.

I plan on going to rentacoder as well being that they have a system which fosters creation and guarantee of payment etc. If there are any other services like that please let me know as I think it would benefit us both to use a tool that is already in place.
