Custom CMS for News and Reviews web site?

After evaluating several open-source CMS systems and being displeased, I'm interested in exploring the possibility of having a custom CMS designed for my web site, pocketfactory.com. Essentially, this would be a news/community portal type site featuring news, articles, reviews, and reader comments (based on my existing PHPBB forum). To get an idea of what I am looking for, look at smartphonethoughts.com, or pocketpcthoughts. This is the type of framework I would like for my own site. I am very fussy about of how the content is organized, displayed and archived. And the graphics need to be excellent as well, so obviously I'm looking for someone who is also a talented graphics designer as well as programmer. It is critical to me that the site look sleek and professional. I don't want a block-based layout like existing open-source CMS packages such as PHP-NUKE, I want my layout to be HTML based.

Please give me an idea of what this project will cost, as well as a portfolio of your work.

Over 90% of my work is in custom sites with a CMS. If the CMS is flexible enough, it's much cheaper to tweak it rather than build a new CMS. The CMS I use is solid and user-friendly.
