Dot Doc on Fly

Need some help In doint this project

This project is about to produce a .doc file on fly with some client details in it from the database and it has two parts:

In first part, a partner can login to the system, selects a customer from the list of customers and produce a proposal for that customer on fly with customer's details in it from the database. once the proposal is being produced the partner should be able to view it and then to mail it to that customer. All the login phase is done in this part the only thing that needs to be done is to produce the proposal on fly and then mail and thats it.

In the second part the produced proposal in .doc formate is to be locked somehow that it can't be copied or modified neither from right click or from keyboard or anyother possible means.

Any other suggestions on how to do this project will be welcomed e.g. pdf, if you will be able to do it.
