memorial obituary funeral catalog

I have a project that I would like to develop, however I lack the skills to build this myself. I intend on providing some sort of compensation for someone to develop this for me.

The project outline is as follows:

It will be like a memorial notices page, here are some of the ideas.

Functionally it will be at its core a message board sort of application, or an extended guestbook, phpbb would do

there will be some key information that will be collected from people who want to post a memorial (free)

Info for notice would / could include

Name ( full including nick names )

Suburb / Town

Formerly of other areas lived

passed away (date) at (place)

aged

Born ( town / country year)

normal funeral information with funeral directors name & phone #

Mechanism for sympathy card / messages

archive notices say after 6 weeks - still searchable but not on main screen.

probably list all funeral directors free but then sell display
advertising to them as well.

That is the basic concept of the project, I do not know how long it would take to develop or modify an existing product to create something like this. I am keen to get moving on this rather soon. What sort of time frame is involved and how much work? Would it be a standalone app or based around an existing msg board or portal?
