Need bid for writing petition form for a PHPNuke-base website

We need some one with PHP skill to help us to develop a petition form for my website. We are a Vietnamese prodemocracy group wishing to set up a petition form for various petitions to different authorities.

We have been trying to use free petition program at OpenSource. They are very confusing and the authors are very busy to support. We are willing to pay a reasonable compensation for your time.

Here are the feature we need:
1. Create a petition
2. Content of petition
3. Recipients of petition (can be emailed)
4. Signatures and contact info
Can be signed as a group and the list should be increased by the number in the group
5. View all signatures
6. Verifiying signatures
7. Print list
8. Recommend petitions to friends

(any features that you think ok at other petitionsite like gopetition.com, petitiononline.com, ipetition.com, petitionpetition.com etc.)
