Need volunteer in phpnuke scripting and web design for European Soccer Site

I want to script like this:

Specifications
The script should utilise the current points system of phpnuke version 7.x
Users to be given a fixed amount of play money upon activating their account by clicking the banner of the sponsor. (this should only be allowed once after every reset)
Users will be able to stake the amount of their choice. Admin will set the minimum and maximum bets.
Match details should be entered by moderators from within the administration menu and should only be accessed by selected moderators.
Betting should be automatically closed before the scheduled start of each game. The number of minutes it is closed should be set by the admin in the settings page.
Users should be able to search for and view the record for each user (last 50 games).
Users will be able to view stats for each match.
Should include two blocks for PHP Nuke, top 50 earners and top 50 form (based on last 20 games).
The top 50 earners should show the movement of the user (position on the table), the position, the username and the amount of playmoney.
The top 50 form block should show the movement of the user (position on the table), the position, the username and the form (wins-draws-losses).
Style of tables fonts, etc. should be css driven and easily edited.
The script chould be very similar to the competition found at URL in terms of functionality.
