[PAID] Need an easy way to make mass produce animated gifs

Hello Programmers,

I am contacting you in hopes that you will be able to program some software for me. The program I desire would need to take a list of names from a text file, load a template of some sort, go to a specific frame of the template, insert the name and then export the file as an animated gif.

I would like this software to be run on my PC and not on a server to save server resources.

The animated gifs are 50 pixels by 50 pixels. If the text is too wide to fit in the 50 pixels, I would like to have the font size shrunk if possible. If that is not possible, I guess it would be ok if the text was just "cut off". The file size of the icons must be under 7168 bytes (the limit set by AIM for buddy icons)

This software must be able to be modified to work with different templates. I will be using this software to mass create Icons for my websites. Each icon has a different style, which means different font colors, font faces, number of frames, etc will be different from template to template.

I've been told that a fireworks batch file would be capable of doing this. Basically it would load a bunch of separate frames, add the text to the one frame and then parse the frames together into the animated gif. I am perfectly fine with this solution if someone is able create it.

I am willing to create the templates to be compatible with the software, but it would be an added bonus if the software would be compatible with Flash MX templates, or just a gif sequence.

I am open to other solutions. I am also willing to pay for this project, I hope not to go much over $300 USD. Payments over Pay Pal are preffered, or possibly if it is a well known site, I would be willing to make a credit card payment. I do not want to just randomly give out card numbers for varification.
