Perl or PHP Programmer Needed for Simple CMS Project

Hi,

Need a simple Content Management System for a small site. Currently, we're running on Linux, Perl 5+, PHP4+, and MySQL as our database. The site will be like Craigslist.org but not as complicated.

However, there will be an Admin and User level. So, not everyone will get to post freely.

Below are functions for the User section.
Users select a mailing list that they would like to subscribe.
with the following fields:
1. Name
2. Email
3. Ability to select different articles, newsletter, or section of our site to subscribe.

No login required for users it will simply write to the MySQL db. It's like a singup page to some newsletter page where users can select which newsletter they would like to subscribe.

Below are functions for the admin page.

- Admin click on an URL that takes them to posting section.
- Under posting section they can select which section they would like to post.
- Under that it will be the subsection
- then it will take the admin to the actual posting page with the following fields and function:
1. Meta Keyword field
2. Title field
3. Location field
4. Body field
5. Ability to post/upload photo from their local drive (with a set limit of 200k)

No login required since there will only be 2 Admins. We will put the script into our password protected directory.

When the Admin submits the form there needs to be two seperate function. One, the site will be updated with the new content or replace the old content. Two, it will email subscribers who signed up for that specific section of the newsletter and wants to be notified when new content is posted. So, the email will contain the users name and an URL to the new post or article.

I will build a mock-up front end for those who are interested.

We know there are softwares or scripts you can buy but a lot of them has function we don't need. We just want something simple and not complicated.
